Vessel Crews

If your vessel is Greenlandic and above 24 meters in length overall (l.o.a.), you must be aware that there are special requirements for the crew composition of your vessel.

Following rules regarding vessel crews must be complied with:

  • At least 60% of the officers on your vessel must have a register address in Greenland and have had this in the 2 previous calendar years. They must also be fully taxable in Greenland and have been fully taxable in Greenland in the 2 previous calendar years.
  • 100% of other crew members must have a register address in Greenland and have had this in the 2 previous calendar years. They must also be fully taxable in Greenland and have been fully taxable in Greenland in the 2 previous calendar years.
  • There are no residency or tax requirements for technical personnel; chief engineers, marine engineers, and other staff solely engaged in the maintenance of factory plants.
  • In addition, the crew list must be comprehensive and include all types of passengers, such as but not limited to: observers, inspectors, cadets, etc.
  • Any job title that cannot reasonably be equated with one of the categories mentioned above will be considered part of the general crew. However, with the introduction of the electronic logbook, it will only be possible to select the specific categories established in the Executive Order.

The definition of a registered residential address is any Greenlandic address registered in the Greenlandic Civil Registration System (CPR). This means that individuals registered with an unknown address, or solely with a vessel or a P.O. box as their address, are not considered to meet the requirement for a registered residential address. It is the responsibility of the shipping company to ensure that the vessel’s crew list complies with the requirements of the Executive Order on Manning, and consequently, it is also the responsibility of the company to ensure that crew members are correctly registered in the Greenlandic CPR system.

If a crew member has been registered with an unknown address for more than fourteen months within the last two calendar years, they may sign a solemn declaration (affidavit) stating that they have genuinely resided in Greenland during the period where the civil registration was insufficient. This is contingent upon the individual either being correctly registered or the shipping company being able to document that a process to rectify the registration has been initiated. Furthermore, the crew member must not, under any circumstances, provide a false statement, nor may the shipping company pressure the crew member into doing so. Prior to the start of the voyage, the crew list must be sent to gfjk@nanoq.gl via email, preferably together with or at the same time as the active notification. For vessels without internet on board, it is the responsibility of the shipping company to submit the crew list. The list must include the name, job title (in accordance with the Executive Order), CPR number, and municipality of residence. You can download the form here.

In the event of a violation of the Executive Order on Manning, the shipping company, as the party responsible for the vessel, will be notified accordingly. The company will then have the opportunity to submit corrections to an erroneous crew list or present a waiver or supporting documentation. If the matter cannot be resolved in this manner, GFJK will refer the case to the prosecution authorities upon completion of the voyage.

When verifying the crew list, temporary stays abroad of up to fourteen months are disregarded. Furthermore, an exemption from the residency and tax requirements may be applied for based on educational stays (regardless of their relevance to fishing), provided the individual has a registered residential address in Greenland at the time of fishing, or for up to 50% of the general crew when utilizing Greenlandic quotas in international waters. Exemptions must be resolved prior to the commencement of the voyage, and requests for such should be sent to apn@nanoq.gl via email.
