Hail Messages
Professional fisherman with a vessel of 75 GRT / 120 GT or more are obligated to send hail messages regardless of whether they fish in or outside Greenland’s fishing territory. You must report in the following situations:
- When your vessel arrives in Greenland’s fishing territory (advance prior notification of entry)
- When your vessel is going to start fishing (port departure declaration )
- When your vessel continues to fish between an active and a passive message (catch declaration report)
- When your vessel leaves Greenland’s fishing territory (advance prior notification of exit)
- Before your vessel leaves Greenland’s fishing territory and has stopped fishing (prior notification of entry into port)
The hail messages must be sent by e-mail to GFJK, GFJK@nanoq.gl, or by fax to +299 34 63 60, and to Joint Arctic Command (AKO), fko-ktp-a-fio@fiin.dk.
All foreign vessels are required to send hail messages to GFJK and AKO.
All foreign vessels as well as certain Greenlandic vessels are obligated to give notification of arrival to or departure from Greenland’s fishing territory.
There are many types of hail messages depending on the vessel’s situation, cf. Selvstyrets bekendtgørelse nr. 23 af 20. december 2022 om kontrol med fiskeri. Every type of message does follow the same template for header data, though.

Advance prior notification of entry

A vessel must send the arrival notification specified in Annex 1, sections 1 and 2a, at least five days before the estimated time of arrival in Greenlandic fishing territory.
Paragraph 2. The provision in (1) shall also apply to Greenlandic vessels intending to enter international fisheries territory for the purpose of fishing.
The hail message must be sent to GFJK@nanoq.gl (GFJK) and fko-ktp-a-fio@fiin.dk (Joint Arctic Command).

Port departure declaration

A Greenlandic vessel holding a fishing licence and leaving port must send a departure notification as set out in Annex 1, sections 1 and 2b, after departure and no later than 1 hour after leaving port or an unloading location, and before fishing is commenced. Changes to the contents of the notification must be sent before fishing commences and no later than 12 hours after the vessel leaves port or an unloading location.
Paragraph 2:A foreign vessel holding a Greenlandic fishing licence which is already in Greenlandic fishing territory must send the departure notification referred to in Annex 1, sections 1 and 2b, within 1 hour of leaving port or an unloading position, and before fishing is commenced.
The hail message must be sent to GFJK@nanoq.gl (GFJK) and fko-ktp-a-fio@fiin.dk (Joint Arctic Command).

Prior notification of Entry – into the fishing territory

A Greenlandic vessel holding a licence for fishing must, at least 24 hours before entering a fishing territory for which it holds a licence, transmit a territory entry notification as set out in Annex 1, (1) and (2c). Changes to the contents of the notification must be sent before entry.
Paragraph 2: A foreign vessel holding a Greenlandic licence must, at least 24 hours before entering a Greenlandic fishing territory, send a territory entry notification as set out in Annex 1(1) and (2c). Changes to the contents of the notification must be sent before entry.
Paragraph 3: A foreign vessel holding a Greenlandic licence for fishing outside Greenlandic fishing territory must send a territory entry notification as set out in Annex 1(1) and (2c) before commencing fishing on the Greenlandic licence. Any changes to the contents of the notification must be sent before fishing is commenced.

Catch declaration report

A vessel flying the flag of Greenland must record all fishing activities on a haul-by-haul basis and must, at least once per day from the time it leaves port, send a catch report in accordance with Annex 1 (1) and (2d), no later than 23:59 UTC. This obligation also applies in the case of zero catch, and irrespective of whether or not there has been fishing activity. The obligation to send a catch report ceases when the vessel enters a port. Any changes to the content of the catch report, cf. (1), must be communicated as soon as possible, and no later than 12:00 UTC the following day.
Paragraph 2: A foreign vessel holding a Greenlandic fishing licence must record all fishing activities on a haul-by-haul basis and must, at least once a day from the time it enters Greenlandic territory or departs from a Greenlandic port, send a catch report as set out in Annex 1 (2d) no later than 23:59 UTC. This obligation also applies in the case of zero catch, and irrespective of whether or not there has been fishing activity. The obligation to send a catch report ceases when the vessel enters a port or leaves Greenlandic territory.
Paragraph 3: A foreign vessel holding a Greenlandic licence for fishing in international territory must record all fishing activities on a haul-by-haul basis and send a catch report at least once a day in accordance with Annex 1 (2d) no later than 23:59 UTC while fishing activity is taking place under a Greenlandic licence. This obligation also applies in the case of zero catch, and irrespective of whether or not there has been fishing activity.

Transhipment, prior notification – donor vessel

A vessel must send a transhipment report in accordance with Annex 1, (1) and (2e), at least 24 hours before transhipment to another vessel takes place.

Transhipment, declaration – donor vessel

A vessel from which a transhipment has taken place must send a transhipment report in accordance with Annex 1 (1) and (2f) no later than one hour after the transhipment.

Transhipment, declaration – receiving vessel

A vessel to which a transhipment has taken place must send a transhipment report in accordance with Annex 1 (1) and (2g) no later than one hour after the transhipment.

Prior notification of entry into port

A vessel must send a return to port notification in accordance with Annex 1, (1) and (2h) at least 24 hours before arrival in port. However, vessels carrying only fresh fishery products must send a return to port notification no later than the entry into port.

Advance prior notification of exit

A vessel must send a territory departure notification, as set out in Annex 1 (1) and (2i), no earlier than 60 hours and no later than 48 hours before the estimated time of departure from Greenlandic fishing territory.

The message must contain:

Prior notification of exit
Selvstyrets bekendtgørelse nr. 23 af 20. december 2022 om kontrol med fiskeri, § 18 stk. 1.
A vessel must send an exit notification prior to its intended exit from a fishing territory for which it holds a licence in accordance with Annex 1 (1) and (2j). However, in the case of exit from a non-Greenland jurisdiction, the time limits of that jurisdiction shall apply.
The hail message must be sent to GFJK@nanoq.gl (GFJK) and fko-ktp-a-fio@fiin.dk (Joint Arctic Command).
